Anytime is a bit of a stretch. Unfortunately without an active Internet connection (7-days), you lose access to the NES games.

Here’s a proposal:
- Have the entire back catalog of Nintendo-owned games available from the beginning and worry about licensees later. These games cannot take up too much storage.
- Add the licensees as soon as possible.
- Configure the Internet-based license check for a month instead of a week.
